
In support of Montgomery County’s “Non-Auto Driver Mode Share Goals,” Foursquare ITP is leading transportation demand management (TDM) outreach efforts to employers, commuters, and residents countywide (non-transportation management districts (TMD)), as well as in core areas of Germantown, Glenmont, and Wheaton. We’ve maintained existing partnerships while establishing new relationships with employers and managers of multi-unit residential (MUR) properties to promote the adoption and implementation of TDM strategies.
To support the expansion of county law requirements beyond TMDs, we coordinated with internal Montgomery County Department of Transportation (MCDOT) staff responsible for the TDM Plan reporting system. This allowed us to better understand the submission process, ensuring we could access the system and provide clear, step-by-step guidance to employers needing compliance assistance. To enhance our reach, we conducted a thorough database audit, ensuring data integrity, and added more contacts for employers in the expanded areas. Strategically, we promoted our range of services and educational materials to our target audience, encouraging them to schedule a complimentary consultation with our outreach team. This consultation supports compliance with county law and helps in developing or enhancing their commuter benefit programs.

These efforts resulted in several key achievements: we successfully engaged 21 new employers using the Metropolitan Washington Council of Governments’ (MWCOG) Commuter Connections employer services participation levels; assisted 14 employers in submitting their TDM plans (two in Wheaton/Glenmont and 12 countywide in non-TMD areas without prior submissions); and conducted 157 meetings with employers and MUR property manager’s to discuss commuter programs, assistance, and sustainable transportation options. Our outreach efforts included 21 Commuter Information Days at employer sites and residential properties, connecting with 1,098 commuters and residents. Additionally, we reached 1,133 residents through 12 community events. As a result, we increased engagement with employers, MUR property managers, commuters, and residents across the county and supported the expansion of county law and commuter survey requirements.
