After identifying five pilot zones for microtransit in the Richmond Region Microtransit Study, Foursquare ITP helped the Greater Richmond Transit Company (GRTC) develop a phased implementation of a microtransit pilot program and launched the first zone in summer 2023 and additional zones in spring 2024. Following the completion of the study, GRTC earned grant funding to implement a five-zone microtransit pilot program. The agency wanted support to implement this new mode of service.

Building upon our prior analysis conducted in the Richmond Region Microtransit project, Foursquare ITP developed a detailed microtransit implementation plan to guide the region through the service implementation process. We analyzed demographic, land use, and travel flow data and worked with regional stakeholders to confirm and refine the five proposed pilot microtranist zones; reviewed GRTC policies and developed recommendations to ensure they account for microtransit service; developed detailed estimates for operating and capital costs using our vehicle estimation tool; and provided ongoing implementation support to GRTC throughout the microtransit pilot period. Our team also worked with GRTC to develop a microtransit brand and a communications plan that provides a toolbox of internal and external marketing materials.

Foursquare ITP provided GRTC with the tools to bring the five pilot zones into fruition, expanding GRTC’s service area and provide new service to communities currently not served by transit. Our team’s detailed and ongoing support ensures that the five pilot microtransit zones will operate smoothly and provide service to areas it is most needed.
