We’re thrilled to share that Sandy Brennan, Vice President and Senior Project Manager at Foursquare ITP, has been named to Mass Transit’s 2025 40 Under 40 list! This honor recognizes outstanding young professionals who are making a meaningful impact in the transit industry—and Sandy’s contributions are nothing short of transformative.

Sandy leads with heart, strategy, and deep technical expertise, managing high-profile transportation initiatives in transit service planning and operations, bus rapid transit, and transit technology. She is a national voice on transit workforce issues and zero-emission bus (ZEB) fleet transitions, and her role in reshaping Baltimore’s transit system through BaltimoreLink continues to resonate nearly a decade later. Her work has increased accessibility and reliability for the entire Baltimore community—especially vulnerable populations—using tools like an index that prioritizes routes based on ridership and community impact.

In 2024, Sandy served as principal investigator for TCRP Research Report 245: Mental Health, Wellness, and Resilience for Transit System Workers, the fourth most-viewed Transit Cooperative Research Program (TCRP) publication that year. Her work brought together frontline staff, unions, and agencies to explore strategies for workforce retention and well-being. She has also contributed to research for the American Public Transportation Association (APTA) on transit workforce shortages and the FTA spare ratio, as well as for TCRP on ITS data management—efforts that led to the creation of the Transit Integrated Data Exchange Specification (TIDES). Through the National Center for Applied Transit Technology (N-CATT), Sandy has facilitated training for rural, small-urban, and tribal transit agencies, sharing technical planning tools and strategies to facilitate system redesigns and open-source GIS tools for transit planning.

Internally at Foursquare ITP, Sandy leads staff development and fosters a culture of learning and belonging. She’s the executive liaison for our Council on Belonging and leads training programs that empower team members at every level. Her commitment to mentorship and inclusive leadership has helped shape a workplace where growth is intentional and staff feel supported.
