Lori Zeller, AICP is a senior transportation planner with experience in regional transportation planning, transit strategic planning, and stakeholder and public engagement. Lori serves as the lead for Foursquare ITP’s Public and Stakeholder Engagement team. Lori has led stakeholder and public outreach tasks for the Washington Area Bus Transformation Project and the Hampton Roads Transit Naval Station Norfolk Transit Corridor Project and has developed and analyzed high-volume public transportation-focused surveys. Currently, Lori is leading tasks to develop the Transit Strategic Plan for Hampton Roads Transit, including developing service design standards, a plan for service improvements and modifications, and a phased implementation plan. Lori has also conducted market analyses and scenario planning exercises to examine performance outcomes of various bus route network designs for multiple projects. Prior to joining Foursquare ITP, Lori managed a long-range metropolitan transportation plan update and coordinated regional policy formation efforts. She has also researched, developed datasets and tools, and crafted policy recommendations regarding community walkability, improving pedestrian access to public transit, and siting workplaces in transportation-efficient locations.
