Foursquare ITP partnered with the Charlotte Area Transit System (CATS) to conduct a comprehensive runtime, timepoint, layover, and headway analysis aimed at improving the reliability and efficiency of CATS’ fixed‑route bus operations. The goal was to develop accurate, data‑driven run times for every bus route, for every day of the week—an assignment previously limited by a challenging and time‑consuming methodology.

To simplify operations and support long‑term performance improvements, our team delivered a suite of tools and resources, including an interactive ShinyApps dashboard, a detailed final report with route performance profiles, Excel‑based analysis tools, and updated OIR files ready for upload into the agency’s HASTUS scheduling system. These improvements have already begun enhancing on‑time performance, reducing delays, and supporting more reliable service across the entire CATS network.

Solutions and Outcomes
  • Revised scheduled runtimes based on observed travel patterns using a 25 percent, 50 percent, and 80 percent time‑allocation method for different segments of each trip.
  • Streamlined runtime schedules by removing unnecessary timepoints based on defined criteria.
  • Optimized layover planning by scheduling trips to 95 percent of actual running time, helping prevent cascading delays.
  • Adjusted runtimes through headway analysis to shorten cycle times and reduce vehicle demand while maintaining service quality.
