Foursquare ITP helped the Texas Department of Transportation (TxDOT) develop a comprehensive 2050 Statewide Active Transportation Plan to guide planning, development, and investment decisions that support safe, connected, and effective walking, bicycling, and micromobility throughout the state.

TxDOT needed a framework for guiding investments in active transportation infrastructure. Foursquare ITP analyzed Texas’ active transportation infrastructure, crash trends, population characteristics, and travel behavior to provide insight into the strengths and gaps in the state’s active transportation networks, both in terms of safety and connectivity.
This work created a framework for the prioritization of efforts that would improve active transportation opportunities for Texans, allowing TxDOT, counties, and municipalities to allocate resources towards the most impactful investments. Complementing this thematic work, Foursquare ITP performed a corridor demand analysis, leveraging modeled travel behavior to forecast the corridors that could potentially facilitate the most active transportation trips. We also developed an economic benefit analysis to quantify the value of benefits derived from investing in active transportation infrastructure based on a modest mode-shift to active transportation.
This data-driven approach ensured that stakeholders both understood TxDOT priorities and had access to the same information in establishing their preferences. Local stakeholders have confirmed that the composite index accurately reflects the transportation landscape for their communities.
