Across the Capitol Region, a patchwork of adopted plans, strategies, and policies had not translated into a connected active transportation network, limiting opportunities for residents to walk, bike, and roll comfortably between communities. Capitol Region Council of Governments (CRCOG) developed the Priority Pathways Plan to identify a regional network of bicycle and pedestrian links that serve residents of all ages and abilities.
Foursquare ITP conducted analyses to understand existing infrastructure and needs across the region, drawing on existing infrastructure, plans, and studies; population and employment characteristics; local and regional destinations; corridor modeling of likely walking, biking, and rolling trips; and safety data. Based on this analysis, we identified and prioritized gaps in active transportation infrastructure and developed recommendations, informed by stakeholder feedback and public engagement, to close them.
The resulting recommendations defined a cohesive regional network tailored to the Capitol Region’s diverse land-use contexts, including protected bicycle lanes and enhanced pedestrian infrastructure along high-stress urban arterials and multi-use trails in suburban and rural settings. The network addresses critical connectivity gaps, giving residents of all ages and abilities a safe and comfortable option for both recreation and transportation.
