Successful transportation planning requires a multi-modal approach, and we bring together expertise in a range of areas, from transportation demand management, parking, and shared-use vehicles, to bicycle and pedestrian planning, bike share, and first-mile / last-mile connections. Deeply influenced by our expertise in transit planning, our multimodal plans diversify communities’ transportation options and explore new services and technologies.
We are nationally recognized for its Transportation Demand Management (TDM) planning and implementation, developing strategic TDM plans that guide our clients’ work plans through strategy development, prioritization, and performance measurement. Our TDM work has ranged from plans for suburban jurisdictions, urban areas, and implementation of TDM at large employment centers.
We are also a leader in bike share planning which started with the development of the country’s first bike share development plan for an existing system. Our work focuses on conducting feasibility studies for proposed bike share systems as well as assisting existing programs in areas such as expansion planning, business planning and financial strategies, and overall strategy and organizational development.

[President & CEO] Lora [Byala] attracts the brightest and most passionate stars onto her team. Every one of them is (and I say this with affection and love) a wonky, geeky but fun transportation professional. They all get it. And they feed off of each other. And when they are in the room they lift the game of your team too. That’s what’s so cool. They helped us see our organization in a different, more important light. And with that we were able to imagine and do great things as a result. They made us look damn good and professional – because they were!Chris Hamilton, Former Bureau Chief, Arlington County Commuter Services
