Foursquare ITP has helped the City of Philadelphia plan and implement several public-private partnerships that improve mobility for Philadelphians. Like most major cities, Philadelphia works with private businesses to fund, install, and operate transportation infrastructure. Our team has advised on several of these programs, including the City’s Indego bike share system, its public electric vehicle (EV) charging network, and its advertising-supported bus shelters.
Our work with Philadelphia started with bike share. Foursquare ITP has supported the program across several projects, from initial planning through implementation and ongoing monitoring. We advised the City on the creation of Indego, which launched in 2015. We then helped the City plan for the program’s growth, including managing the development and contracting of its bike share concession agreement, executed in 2020. Today, we are developing a business plan that examines how Indego should grow and adapt after 10 years of operations.
Beyond bike share, our team is assisting the City with its public EV charging and bus shelter programs. Foursquare ITP advised the City on procurement and contracting for a public EV charging concession, and we are supporting business planning for its advertising-supported bus shelter concession.
Our work has helped Philadelphia improve mobility at minimal cost to the public. Since 2020, Indego has more than doubled in size, with almost all of that growth privately funded. In 2026, City Council approved an EV charging concession that, once fully implemented, will provide residents with hundreds of accessible charging points across the City.
