The Maryland Transit Administration (Maryland MTA) has partnered with Foursquare ITP on its Title VI Program since 2014. The 2026–2029 Title VI Program Update continues this long-standing collaboration, helping MTA advance equitable access to transit services across the region.

Federal requirements call for the Maryland MTA’s Office of Equal Opportunity Compliance to update its Title VI Service Equity and Access Plan every three years and evaluate the equity impacts of major service and facility changes. The Maryland MTA needed a trusted partner who could not only deliver these recurring, deadline-driven requirements but also continuously help the agency navigate emerging service changes, fare changes, and related questions through a Title VI lens.

Foursquare ITP has coordinated and contributed to the Maryland MTA’s Title VI Program Update during every three-year cycle since 2014. In addition to supporting the core program update, our team has led targeted equity reviews, including fare and major service change analyses, and developed a service equity framework that provides the Maryland MTA with a data-driven methodology for evaluating the importance of individual routes and services in equity decisions.

Through this sustained partnership, Foursquare ITP brings institutional knowledge of MTA’s programs, data, and stakeholders, translating complex Title VI requirements into practical, repeatable tools that support equitable decision-making across the agency
