LYNX had not updated its fares in more than 15 years, and sought a consultant to lead it through evaluating options to modernize its fare structure and fare media. Over that time, operating costs have outpaced fare revenue, while new payment technology has made new fare structures possible.

In the first of two project phases, Foursquare ITP assessed the current state of LYNX’s fare collection policies and practices and industry-wide fare trends and led a series of fare strategy workshops and committee engagements to gather input to inform development of fare policy change recommendations.

Foursquare ITP and our partners conducted stakeholder public outreach to inform the fare policy recommendations. Foursquare ITP is now completing modeling to project the likely ridership, revenue, and cost impacts of five fare scenarios, including new policies such as fare capping, new fare products and structures, a new transfer policy, varying fare levels, and more.

We continue to work with LYNX’s stakeholders and customers to develop a final fare scenario and will also develop an implementation plan and a Title VI Fare Equity Analysis.
