The Quonset Business Park, located on the site of the former Quonset Point naval base, is one of the largest employment centers in the State of Rhode Island, with over 200 businesses that run the gamut from high-tech manufacturing to service industries such as food preparation and logistics. Despite major transportation infrastructure investments in rail, sea, and highway linkages, the Park lacks public transportation access. Recognizing this need, RIPTA, RIDOT, and the Quonset Development Corporation (QDC) hired Foursquare ITP to develop a transit service plan and Transportation Demand Management (TDM) strategies. The Park’s over 10,000 employees are diverse in terms of income, commute patterns, and automobile access. To understand the Park’s dynamics and inform our market assessment, our team conducted an employee survey translated into Spanish and Portuguese, as well as employer focus groups. Based on this feedback and extensive analysis of demographic and transit data, we determined the feasibility of transit and TDM solutions. The final five-year plan presents fiscally constrained, actionable recommendations for RIPTA, QDC, and local employers and includes recommendations for fixed route and flexible transit, along with TDM.
