The Foursquare ITP team participated in a comprehensive operational analysis (COA) for the New Orleans Regional Planning Commission (RPC), the end result being a redesigned bus transit system that responds to the needs of the residents and employed people throughout the New Orleans region. In a short-term period, our team was responsible for the assessment of the existing New Orleans Regional Transit Authority (RTA), Jefferson Parish Transit (JeT) and St. Bernard Urban Rapid Transit (SBURT) fixed route and paratransit services in terms of their respective operating performance and financial measures. We then helped to develop bold service recommendations – deciding where service is needed and to what extent service will be provided, and provided operational efficiencies to assist each agency in providing better performing service. At the end of the project, we assessed the service recommendations against Title VI measures to assure that bus services are providing equitable service across the RTA, JeT, and SBURT service areas.
