The Maryland Transit Administration (MTA) operates five fixed route transit services: Core Bus; Commuter Bus; MARC Commuter Rail; Light Rail, and; Metro Subway. The MTA Title VI program, the agency’s three-year (2020-2023) update, included a full transit and demographic profile of the region as well as a review of general Title VI requirements, such as Title VI notices, complaint procedures, and minority representation on planning and advisory bodies. Foursquare ITP developed a Public Participation Plan for the agency that outlined strategies to better reach minority or limited English proficient constituents. Our team produced a Language Access Plan to ensure limited English proficient riders have adequate assistance. Foursquare ITP also worked with all MTA modes to refine transit service standards and policies and to monitor service performance on minority and non-minority routes. Lastly, via an extensive internal and external outreach process, we developed new policies to evaluate service and fare changes. The program was submitted on-time for approval by FTA.
