Foursquare ITP worked with Virginia’s Loudoun County Commuter Services (LCCS) to develop a six-year transportation demand management (TDM) plan per the requirements of the Virginia Department of Rail and Public Transportation (DRPT). The final TDM plan included key demographic and background information; a new strategic direction, including goals and objectives for LCCS; a review of program performance by key local and state stakeholders; a peer review documenting the programs and performance of four peer agencies; a plan for LCCS program development over the six year period and associated unconstrained and constrained financial plans; and a framework for program monitoring and evaluation. The plan helped guide the County’s efforts to reduce single-occupancy vehicle travel (SOV) in the region and provided mobility options and advice for the public.
