This study was a detailed Alternatives Analysis for high-capacity transit service on the west side of Norfolk, connecting the Tide light rail with the Naval Station Norfolk through the communities of Ghent and Chelsea. A light rail extension in this area was initially dismissed during a previous Alternatives Analysis, and the area was being reevaluated as a possible alternative to be brought forward during a forthcoming DEIS, this time using a multi-modal approach. Foursquare ITP’s role in the study was to assist with the development of the Purpose and Need through market and flow analysis; provide strategic guidance on public and stakeholder outreach; development of both Tier 1 and Tier 2 BRT and Light Rail alternatives from a transit operations perspective; and evaluation of the alternatives.
