Foursquare ITP participated in the development of a statewide funding prioritization process for transportation projects under Virginia’s House Bill 2 (HB2). HB2 calls for a performance-based process to determine which transportation projects receive the limited funding available from the Commonwealth Transportation Board. Our staff looked at demographic and travel behavior indicators to group regions of Virginia into a series of typologies that range from large urban cores to low-density rural areas. These regional typologies were integrated into the process for how projects are scored and ranked in HB2. We also assisted in the creation of a screening methodology for HB2 that will help determine whether a project is eligible for HB2 funding from the Commonwealth Transportation Board. The screening process determines whether projects meet a need under VTrans 2040, ultimately tying HB2 to the statewide transportation plan.
