Foursquare ITP has worked closely with Hampton Roads Transit (HRT) for over four years on the agency’s Capital Improvement Program (CIP). Our team developed HRT’s first detailed CIP in 2012, and since then we have worked closely with the leadership at the agency to update the plan annually. As part of our work, Foursquare ITP has created an unconstrained capital needs inventory, prioritization of projects and improvements, and a fiscally constrained plan based on objective project prioritization, anticipated revenues, funding eligibility, and program costs. The program brings the agency’s CEO and senior executives together around a defensible capital program that is a start for moving the agency along to a state of good repair. Today, the annual CIP update is a key part of the annual budgeting process for the agency. Foursquare ITP’s work has helped HRT improve their capital funding outlook by maximizing available revenue and better balance competing investment priorities.
As part of this work we have continued to provide strategic guidance to the agency in its quest for sustainable funding, including developing materials that better explains HRT’s complex funding situation to stakeholders and the public, along with messaging to support the lobbying for dedicated transit funding in the region.
