Foursquare ITP contributed to the development of a guidance document summarizing development review practices and best practices for the incorporation of new mobility modes for the Baltimore region. Foursquare ITP led the development of two sets of “case study” guidance documents, one for suburban town centers and another for rural communities. Each case study covers trends for new mobility, which new mobility modes may be found or best employed, the role of land use policy and specific recommendations for developers and developer subsidies in the land use context. In addition to the case studies, Foursquare ITP supported interviews with new mobility private providers that covered both how their individual services planned to develop, what in their view jurisdictions and agencies could do to support future new mobility deployments, and how COVID-19 would impact new mobility providers. Foursquare ITP also participated in interviews and meetings with Baltimore-area jurisdictions to understand the current incorporation of new mobility into the development review process.

  • Case studies that provided insight to how regulations, programs, and the development review process might change to help align the arrival or expansion of New Mobility/Shared Mobility services and modes with public goals.
