Since Foursquare ITP led the development of the 2014 Transit Development Plan (TDP) for the DC Circulator, we have provided program support for DDOT for overall program management for ongoing planning efforts, including: ongoing system performance monitoring, bus procurement, Title VI program updates, transition to new management structure, comprehensive bus stop inventory and signage program, fleet management plan, and the 2017 TDP update. Leading the selection of the next generation of Circulator vehicles, Foursquare ITP helped lay foundation for electric bus deployment – fourteen electric buses and charging equipment are now on order, which will be the first electric bus fleet in the DC region. For the 2017 TDP, Foursquare ITP and DDOT explored system expansion, focusing on bus transit throughout the District, whether Circulator or the Washington Metropolitan Area Transit Authority’s (WMATA) Metrobus, with the aim of optimizing potential productivity as an integrated system. Throughout the contract Foursquare ITP has also planned and overseen the implementation of new bus stop signs throughout the system, developed the Circulator’s Title VI program, developed a new dynamic performance measurement and reporting system, and drafted RFP language for the contracted operations, particularly pertaining to operating requirements and contractor performance metrics.
