Foursquare ITP assessed Loudoun County’s service delivery options available to operate the Federal Transit Administration mandated Americans with Disabilities Act (ADA) paratransit service around the new Silver Line Metrorail stations opening in 2020. This included service delivery options to operate the service internally or to contract with the Washington Metropolitan Area Transit Authority (WMATA). Our team analyzed the pros and cons of each approach, including assessments of the administration, operating logistics, impact on customers, and operating and capital costs of each approach. We gathered and assessed data, spoke with project stakeholders, conducted peer interviews with neighboring jurisdictions, developed the County and WMATA service alternatives, and identified a preferred alternative, all while collaborating closely with Loudoun County staff to ensure the accuracy of project deliverables and to maintain the project schedule.
